Cluster Munition for Ukraine ?

Joe promised that US will provide Cluster Munitions for Ukraine. There are quite a variety of responses to that.

 

1. quite a few countries joined an international treaty that bans the use of cluster munitions. Some of those countries explicitly stated that they do not agree to US's decision. Some of them, however, stated that they understand why US made that decision though.

2. Russia claimed that they would assume that it is an escalation to the direct war with US.

3. Democratic Party in US (Joe's own party) opposes to that idea.

 

Cluster Munitions are hated because some sub-munitions are not detonated when they got dropped and most of the subsequent casualties are found in civilians. However, US's cluster munitons are close to flawless that the absolute majority of them are detonated at the right moment. That said..

 

a. Russia already uses a lot of cluster munitions within Ukraine obviously against civilians because Russia is trying to inflict as much civilian casualty than military casualty.

b. Russia's cluster munitions are so bad that about 40% of the sub-unitions are not detonated when the bomb dropped. everything else becomes a landmine that nobody knows when or if they would get detonated.

c. US did not join the treaty for a reason.

 

so tell me why US should not provide the cluster munitions to Ukraine.
